Born in a refugee family that lived in Ramallah in the Occupied West Bank, Mansour pursued higher education in the United States, earning a Master of Science in education counseling from Youngstown State University in 1973 and a doctorate in counseling from the University of Akron in 1977. Before joining the PLO, he taught at both universities.
